When people discuss the European Union's new Vehicle Circularity Regulation, much of the attention focuses on the proposed Digital Circularity Vehicle Passport.
That makes sense. The idea of a digital record that follows a vehicle throughout its lifecycle is both visible and easy to understand. But many automotive manufacturers may be focusing on the wrong challenge.
Creating the digital passport is only one part. The harder question is whether organizations can collect, maintain, validate, and share the information behind it.
The regulation introduces requirements covering circularity strategies, recycled-content declarations, component and material identification, removal and replacement information, and lifecycle traceability. Meeting those requirements will depend not just on physical products, but on the quality of product information exchanged across sites, suppliers, manufacturers, service networks, and recycling partners.
To understand what this means for the automotive industry, I asked Jim Bureau, President and CEO of Loftware, and Michelle Northey, Chief Product Officer, to share their perspectives.
Q. Why is this regulation different from previous automotive compliance requirements?
Jim: Most automotive regulations focus on proving that a vehicle complies with a specific requirement at a specific point in time. However, this regulation is different because it focuses on proving things about a product throughout its entire lifecycle.
For example, manufacturers may need to demonstrate the materials used within components, support recycled-content claims, provide information about replacement and removal procedures, and share information that remains relevant long after a vehicle leaves the factory.
The issue is that much of this information originates outside the organization. A manufacturer may depend on thousands of suppliers for material declarations, component specifications, and supporting documentation.
What regulators are asking for sounds simple on paper. Operationally, it requires organizations to maintain trustworthy information across a highly fragmented supply chain ecosystem.
Q. Many discussions focus on sustainability. Is that the biggest challenge?
Jim: Sustainability is certainly the objective. The operational challenge is information management.
Take recycled-content declarations as an example. It's one thing for a supplier to state that a component contains recycled materials. It's another thing for a manufacturer to verify that information, maintain evidence supporting the claim, track updates over time, and demonstrate compliance years later if questions arise.
Now multiply that across thousands of parts, hundreds of suppliers, product updates, engineering changes, and multiple production sites. The conversation quickly becomes less about sustainability policy and more about how information is managed across the entire value chain.
Q. The Digital Circularity Vehicle Passport has received significant attention. What are manufacturers underestimating?
Michelle: I think many organizations are underestimating how difficult it is to keep product information synchronized.
Imagine a component supplier updates a material specification. That change may need to be reflected in internal product records, compliance documentation, supplier portals, manufacturing systems, service information, and eventually the vehicle passport itself. If those systems don't share information effectively, organizations can end up with multiple versions of the truth. One team is working from the latest specification, another is referencing an older declaration, while a third is preparing compliance documentation using information exported months earlier.
The risk is that by the time the passport is created, different parts of the business may already be working from different information.
Q. Why does collaboration with suppliers become so important?
Michelle: Because manufacturers don't own most of the information they will need.
Material composition data, recycled-content declarations, technical specifications, and supporting evidence often originate with suppliers. The challenge is not simply gathering that information once but making sure it remains accurate and current.
For example, a supplier may change a manufacturing process, switch source materials, or update a component design. When that happens, downstream organizations need access to updated information quickly.
If those updates are communicated through disconnected spreadsheets, email chains, and manual data entry, inconsistencies become almost inevitable. At automotive scale, even small information gaps can create significant compliance and operational obstacles.
Q. Where does product identification fit into all of this?
Michelle: Product identification is one of the foundations that makes circularity possible. A vehicle passport can only be useful if organizations can reliably connect physical components to the correct digital information.
Think about what happens at the end of a vehicle's life. A recycler doesn't need a sustainability report. They need to know what materials are present, how components can be removed, whether certain materials require special handling, and what recovery options are available. Similarly, a service technician needs access to accurate information about replacement parts and specifications.
That requires a reliable way of linking physical products, components, and materials to digital records throughout the lifecycle. Without consistent identification, traceability becomes significantly more difficult.
Q. What risks should automotive executives be thinking about today?
Jim: Most executives immediately think about regulatory penalties. The more immediate risk may be the operational cost of not having trusted information readily available.
Organizations often discover that information exists somewhere within the business, but locating, validating, and reconciling it can require significant time and effort.
Imagine a manufacturer being asked to verify the origin and composition of components used in vehicles produced several years earlier. Can the business find that information quickly, trace it to supplier evidence, verify that it’s still accurate, and ensure the right teams are working from the same trusted record?
Those are the questions executives should be asking now, before they become regulatory requirements they need to answer under pressure.
